This Travel Alert is being issued to advise U.S. citizens traveling to the Union of the Comoros of the potential for unrest following the removal of former president Mohamed Bacar from authority over the island of Anjouan by African Union and Comoran forces. This Travel Alert expires on May 31, 2008.


Washington, D.C. - infoZine - On March 25, 2008, control of the island of Anjouan was restored to the Union of Comoros following the forcible removal of former Anjouan Island president Mohamed Bacar, who had illegally retained and seized power. French authorities detained Bacar on the island of Mayotte, whence he had fled, and transported him to the French Overseas Department of Reunion where his asylum request is pending. Street demonstrations protesting French involvement and perceived protection of Bacar following his arrival in French controlled territory have occurred in Moroni, the Comoran capital. These protests are primarily directed against the French, but threats have also been made against other westerners. Further demonstrations are expected, pending resolution of Bacar's asylum claim with France and the criminal case against him in the Comoros.

In light of this information, U.S. citizens are urged to carefully consider the risks of travel to Comoros at this time. The military situation in Anjouan is still unsettled and the possibility of spontaneous mob violence throughout Comoros persists. U.S. citizens already in Comoros are urged to maintain a high level of vigilance and a low profile. The United States does not have an Embassy in the Union of the Comoros so the ability of the United States Department of State to assist American citizens encountering difficulty is extremely limited.

American citizens considering travel to Comoros despite this travel alert are urged to register with the Department of State or the U.S. Embassy in Antananarivo, Madagascar, through the State Department's travel registration website, travelregistration.state.gov. By registering, American citizens make it easier for the Embassy in Antananarivo to contact them in case of emergency.

Sambi a su liquider le fédéralisme comorien en faisant de l'élimination du colonel Bacar un « exemple », il tend vers une république islamique à la mode des mollahs.

L'archipel des Comores, 1 850 kilomètres carrés pour environ 600 000 habitants, compte la Grande-Comore, Anjouan, Mohéli et Mayotte. Sur les quatre îles, trois sont « indépendantes » depuis 1975 et constituent un État, assez instable il faut bien l'admettre, la quatrième est une collectivité territoriale française en passe de devenir un département.
Passons sur la vingtaine de coups d'État qui rythme l'histoire politique contemporaine comorienne, sur les aventures de Bob Dénard et de ses « affreux », Ali Soilih et Ahmed Abdallah, employeurs et victimes de ces mêmes mercenaires, pour nous attacher aux denières péripéties de la crise chronique qui affecte le « pays ».

Le lent effondrement de la République Fédérale Islamique des Comores - Djouhoûrîyat Djouzour el Qomor el Ittihâdîya el Islâmiya, dans les remous consécutifs à la chute du régime du président Abdallah, liquidé par Bob Dénard, a été marqué par la revendication d'Anjouan et Mohéli d'échapper au centralisme féodal tel qu'il avait cours au sein de la RFIC.
De fait, une nouvelle constitution « fédérale » a été mise en place, celle de l'Union des Comores - Juzur al-Qumur (décembre 2001), qui prévoit un système alambiqué de « tournante » présidentielle, chacune des îles élisant son président, chacune des composantes de l'Union ayant le droit de la présider à tour de rôle.
Une usine à gaz constitutionnelle, dont la réalité pratique demeure dans les limbes de l'utopie, les compétences des exécutifs insulaires n'ayant jamais vraiment été déléguées ; seul Mohamed Bacar, à Anjouan avait été en mesure d'arracher « l'autonomie » revendiquée par ses pairs des autres îles constitutives de l'Union.

With African Union and Comoran troops fighting to regain control of Anjouan, here are key events since the June 2007 reelection of Mohamed Bacar as leader of the rebel island.



--2007--

- June 10: Mohammed Bacar is reelected in the first round of presidential voting in Anjouan. The government of the federal Union of the Comoros -- which earlier called for the elections to be postponed -- judges they took place in "total illegality."

The African Union (AU) refuses to recognise the vote.



- June 13: The Comoran government floats the idea of an eventual "military option" against Anjouan.



- June 14: An AU envoy judges that "all options are open, including military ones."

- Bakar is sworn in. Former colonial power France declares the election "is not valid."



- June 29: Federal authorities demand AU military intervention in Anjouan.



- July 4: Anjuane's public banking accounts based in the Comoros central bank are frozen.



- Dec 27: Comoros army chief Mohamed Amiri Salimou announces his intention to "liberate Anjouan" by force.

- Jan 31: Comoran President Ahmed Abdallah Sambi declares he will intervene "to restore the integrity of the Comoran state."



- Feb 19: The AU extends its sanctions against Anjouan.



- Feb 20: The AU decides to offer military and logistical support to the Comoran government.



- Feb 21: France confirms its "availability" to furnish transportation for AU troops.



- Feb 28: Bacar rejects international proposals to leave Anjouan or give himself up.



- March 7: Comoran authorities say they intend to bring Bacar to justice for war crimes and crimes against humanity.

- The United States backs military intervention.



- March 12: Bacar says he supports "dialogue" to resolve the crisis even as he claims he is "ready to die."



- March 13: South Africa announces Bacar is ready to organise elections and that he should be allowed to have the chance to do so.



- March 17: The Comoran army claims that "dozens of rebels" were killed in Anjouan during a pair of offensives it launched the day before.



- March 18: South Africa says it believes a diplomatic solution is possible.

- The Comoran government says it wants to organise a May presidential election in Anjouan to replace Bacar.



- March 20: The first UA troops start deploying on Moheli island to prepare for an amphibious attack on Anjouan. Four countries -- Tanzania, Libya, Sudan and Senegal -- have agreed to supply troops or logistical support. France transports Tanzanian troops with plans to do the same for Senegalese ones.

- Bacar says he is "worried" but "determined."



- March 25: Shots ring out in Anjouan's capital Mutsamudu, as Comoran and African Union troops invade the island.

La guere va commence bientot selon des ressources

Les bateaux chargés de militaires qui sont partis de Mohéli se trouvent au large d'Anjouan selon un officier de l'AND. Pour le moment pas de débarquement militaire massif, juste une incursion des commandos de l'AND afin faciliter le debarquement. Un hélicoptére de l'AND a largué des tracts appelant la population à rester chez elle. Ses tracts demandent aux militaires de la FGA de ne pas s'opposer au débarquement et de se rendre. Pour le moment l'armée ne controle ni le port, ni l'aéroport encore moins la RTA. Aucun membre du gouvernement Bacar n'a été arreté
